This page documents commonly used techniques to complete a Windows 11 installation without signing in with a Microsoft account and without an active internet connection. These methods are useful for lab environments, offline systems, privacy focused setups, testing, and recovery scenarios.

Recent Windows 11 builds increasingly enforce:

  • Mandatory internet connectivity during Out of Box Experience OOBE
  • Mandatory Microsoft account sign in

Despite this, Windows still includes supported and semi supported mechanisms that allow local account creation and offline installation.


This is the simplest and most reliable approach.

  1. Begin Windows 11 installation normally
  2. Proceed until the screen that requests internet connectivity
  3. Press Shift + F10 to open Command Prompt
  4. Enter the following command

OOBE\BYPASSNRO
  1. Press Enter
  2. The system will reboot automatically
  3. Resume setup
  4. Select I do not have internet
  5. Choose Continue with limited setup
  6. Create a local user account

Method 2 Disable Network During Setup link h2

Physically or logically removing network access can expose the local account option.
